Puyang city is situated in the northeast of Henan Province of China. It lies in the middle and lower reaches of the Yellow River bounded by Henan, Hebei and Shandong provinces, between latitude 35' 21'N-36' 12'N and longitude 1140 53'E-1160 06'E. In Sept. 1983, with the approval of the State Council, Puyang was proclaimed a city under the jurisdiction of Henan provincial government. Puyang has jurisdiction over five counties, namely, Puyang, Qingfeng, Nanle, Fanxian, Taiqian and one urban district, with a total area of 4266 square km and a population of 3.27 million.

Puyang is one birthplace of the Chinese nation with long history and bright ancient civilization. Before about 5000 years, one of the five Emperors named Zhuanxu and his tribe had operated in this area, so this place is named as "Ancient Zhuanxu Capital". Puyang is called "Kunwu" State during the Xia dynasty, "Wei Capital" in the Spring and Autumn Period, "Puyang County" during the Qin dynasty, "Chanzhou" during the Song dynasty, "Kaizhou" during the Jin dynasty, and it resumed its name "Puyang" during the People's Republic of China. From the Qin and Han dynasties, with the advanced agriculture and business, Puyang had been one of the centers of politics, economy and culture in the middle and lower reaches of the Yellow River. The long years have left plentiful culture tour recourses here. Many legends like "Cangjie inventing Chinese characters", "Retreating about Ninety Miles", "Dutiful Son Named Qingfeng" are much told. A lot of important ancient events such as "War of Chengpu" between the states of Jin and Chu, "War of Maling between the states of Qi and Wei, "War of Chanyuan" between the dynasties of Song and Liao had happened here. The tomb of Zilu, Kongkun city, the Imperial Well, Zhanghui Park and so on have been developed the scenic spots. Especially in 1987, at Xishuipo in Puyang county seat, archaeologists excavated ruins of clam shells dragon figure dating back over 6000 years, whose discovery caused a sensation in the archaeological circles. It is called "the First Dragon in China".

Puyang is in an advantageous geographical position with a convenient transportation. The Jing-Guang (Beijing-Guangzhou) highway runs through the city from north to south, and the Jin-Lu (Shanxi-Shandong) highway from east to west. The county's roads run through the provincial roads each others, and the roads between town and county run to anywhere. The Jing-Jin (Beijing-Kowlown) Railway runs through the city from north to south, a local standard railway joins in the two main artery of communication (Beijing-Guangzhou and Beijing-Kowlown) to the west and the east respectively. Puyang has formed a perfect traffic net with roads and railways.

With the warm climate, fertile soil and convenient irrigation, Puyang is the major district in Henan province producing grain, cotton and oil, and it is also one of the commercial food bases. Puyang is rich in wheat, coin, soybean, cotton, peanut and other agricultural products, has plentiful poplar, locust, paulownia, red date, clover fern fruit, apple grape and other forest and fruit products, and poultry products like pig, cow, cam, chicken, rabbit, etc. are sufficient. Located in the exploiting hinterland of Zhongyuan Oilfield, Puyang is abound in crude oil and natural gas with a very good development prospect. The oilfield has the annual capacity of 7.2 million tons of crude oil and 1.35 billion m3 of natural gas. The item for an annual capacity of 300 thousand tons of synthetic anunonia has been put into production in Zhongyuan Chemical Fertilizer Factory, and the project for an annual capacity of 140 thousand tons of ethylene has also gone into operation in Zhongyuan Petroleum Chemical Industry Ltd. A lot of middle petroleum chemical industrial companies of oil refining, alcohol ether, methyl alcohol, chorine and soda, solvent menstruum and so on have been set up. Puyang has formed preliminarily the industrial system of the principal parts of petroleum, chemical industry, light spinning, machinery, pharmacy, food, metallurgy and building materials etc.
