Liaoning University of Petroleum & Chemical Technology (LUPCT) was founded in 1950 in Dalian, Liaoning Province, which was the first petroleum school in China. In 1953, LUPCT moved to the city of Fushun, Liaoning Province. In March 2002, under the ratification of the Ministry of Education, the name of the university was changed from Fushun Petroleum Institute into Liaoning University of Petroleum & Chemical Technology. It is a state-owned, non-profit making institution of higher education and the first of its kind across China. For the past 53 years since its foundation, LUPCT has fostered more than 50,000 students for China's petrochemical industry.

LUPCT covers an area of over 133 hectares, with the building area of 455,000 square meters, and possesses 1,462,000 volumes of books. The asset totals 0.41 billion yuan, with the teaching and researching instruments worth 86 million RMB. At present, LUPCT has 15,800 students of different levels (598 graduates, 15202 undergraduates). The working staff exceeds 1500 including 850 teachers. There are 418 professors, associate professors and other technical personnel with senior academic or technical titles, 14 doctoral tutors, and 103 master tutors. 15 teachers enjoy the State Council Special Allowance, 1 teacher has been selected into the 1st, 2nd level of talents of the National hundred-thousand-ten thousand talents project, 2 teachers have been chosen as national outstanding teachers; 11 have been selected into the 1st, 2nd level of talents of provincial hundred-thousand-ten thousand talents project, 32 teachers have been chosen as provincial or ministerial outstanding experts, disciplinary leaders and outstanding teachers; 9 have been chosen as provincial and ministerial model workers.

LUPCT has also engages over 200 part-time professors at home and abroad, including 10 academicians from the Academy of Science of China and the Academy of Engineering of China. The university has 10 majors which have the qualifications for conferring master's degrees, and 4 fields conferring master's degree of engineering. In the university, the on-job students can also apply for their master's degrees. The university has 32 undergraduate majors, 10 of which are administered by the state,2 second degree majors and 15 junior degree majors. The university now has 11 schools and colleges: School of Petrochemical Technology, School of Mechanical Engineering, School of Information Engineering, School of Science, School of Foreign Studies, School of Humanities, School of Physical Education, Shunhua College, Vocational and Technical College and College of Adult Education. In addition, the university has 6 teaching and research centers: Analysis and Testing Research Center, Petrochemical Research and Development Center, Mechanical Research and Development Center, Industrial Control Research and Development Center, NEU (Northeastern University)-Alpine & LUPCT Research and Development Center, and Computer Center. Chemical Technology, Applied Chemistry and three other specialties are the key disciplines of provincial and ministerial level. The university has the qualifications for enrolling foreign students and sending students to study abroad.

LUPCT enjoys favorable and high-level teaching and research conditions, with over 2,600 pieces of large or medium-sized advanced instruments and equipment. It also has a high-speed campus network which can be connected with over 2,000 workstations and more than 20 multimedia classrooms (seats totaling 5,900) with advanced apparatus. LUPCT attaches much importance to the reform of teaching and the improvement of the staff-training programs. In October 2001, it obtained a good result in Random Quality Evaluation of Undergraduate Course Teaching as the first experimental unit. LUPCT is of comparatively high level in terms of scientific and research. In the year of 2000, 15 papers were published in "SCIE", ranking 117 in all the colleges and universities in China, 23 in "EI", ranking 58, 3 in "ISTP", ranking 124, and 175 in journals and magazines of statistics source in China, ranking 149.

LUPCT has developed a good relationship with 12 foreign universities, including Edinburgh University, U.K. and Ufa University of Petroleum Technology, Russia. At present, LUPCT has developed into a multi- disciplinary university with petrochemistry as its distinctive feature, and Engineering, Science, Economics, Management, Literature, Law and Education as major subjects. On August 21,2001, Lilanqing, member of the Standing Committee of the Political Bureau and vice Premier of the State Council, inspected LUPCT and expressed his positive comment on the styles of the administration of the university and the achievement made in the previous years. He also pointed out the direction to building a modern university in accordance with the needs of the twenty-first century. In the new century, LUPCT has set up its grand blueprint: by the end of the Tenth Five-Year Plan, LUPCT will be developed into a modern petroleum and chemical university, with its own strengths and features, high teaching and research level and competitive power, which has its foothold in Liaoning Province and focuses on the whole country, serving petroleum and petrochemical industries as well as the local economic and social development.
